I believe my hosting plan offers unlimited email accounts, however I cannot find the tool to create them.

email accounts are a function of your hosting plan. You can contact your web host to have them help you set them up. Alternatively, if you have an admin account to mail.YOURDOMAIN.com you can setup your own email addresses and aliases.
